Practices prevent the abuse of school funds Essay The education of students and the welfare situation of the staff are paramount issues in addressing school finance. The nature of the education cadre in high schools is an important part of the formal education of the young child who has in between the childhood and adolescent stages of human development. It is therefore important for he head teacher who is saddled with the responsibility of promoting education within the school to commit the available resources to the right channels to achieve the intended results of infrastructure development and provision of facilities to ensure continuity of education in the school. Some of the Infrastructure development- that needs be upheld include library, art and technical studios, computer rooms, music room; environmental sanitation, provision of teaching and learning aids, game centre and kits, award ceremony for staff and students In this age and time, it is needful to realize that education is a social and economic good; this implies that it is an avenue to build viable human capital which would contribute to , national economic wealth and health alongside the effective utilization of material, capital and natural resources within the environment. This economic good also contributes to individual health by establishing an individual as a positive force within the community where he resides. Although education does not preclude evil but its positive impact apparently outweighs its negatives. This issue is important because it informs the decision of the principal of head teacher of the high school about the judicial use of the funds available to him from various sources. What are these sources of funds to the high school? These include the federal allocation to public schools, the state allocation to schools within the jurisdiction. These two forms the socio-political source of funds, while there is the local source from payments by the attending students. Besides, there could also be internally generated funds from projects, programs and economic activities approved for and/or by the school. Realizing the economic good in education and the source of funding of schools are important tools that can contribute to stemming abuse of funds in schools especially high schools. While it is illegal to misuse funds for personal goals, aspirations like acquisition of political power or savings towards retirement, it is necessary for head teachers to realize the role of education in the growth and development of the adolescent child that attend high schools. If they realize the import this can have on the morals and social development of these kids, the propensity to embezzle schools funds would diminish in our schools. One of the practices that prevent abuse of funds includes fiscal accountability. Realizing that for every allocation by the government or payment by the attending students would be accounted for contribute to stopping the abuse of funds. This fiscal accountability is achieved by tracking fund though the means of revenue and expenditure track, monitoring of accounting transactions and auditing. As part of this measure, auditing is an inevitable tool; it includes internal and external audit. While the former uses local staff, the latter adopts using the appropriate institutions within the society which can rarely be influenced the caprices of a local head of high school. In any situation there is inconsistency in the tracking of the funds, which shows that there is need for more scrutiny of such heads. If this auditing can be effectively carried out at all levels of education especially at high schools, it would drastically change the shape of funding and spending within schools by their principals. Another equally important tool is Budgeting: this includes organizing financial transactions, balancing them through stipulated revenue and expenditure plan with a view to meeting staff needs, fund student activities and attain social and local goals. Organizations can incremental, use of school site, outcome-focused or tailored towards program planning. Balancing includes planning revenue and expenditure in such a way as to achieve a balance, deficit or surplus. The aim of budgeting is basically to draw a financial plan to meet specific needs. This gives rooms for identifying challenges and tackling them within the limit of available resources. A comprehensive budget would meet staffing needs which covers recruitment and selection, compensation, and continuous training and retraining on advancements in technological and teaching practices. It would also make provisions for studentââ¬â¢s activities and embark of appropriate programs that can meet school and district missions. There would also be allocations for infrastructure development to cover construction works, architectural lay-out and provision of necessary education facilities. Such a budget would encompass all areas that need improvement within the school; when these goals are outlined and there is institutional will to meet them, it would be difficult to abuse funds. Usually available funds may not even be sufficient to meet needs driving fund-raising and capital programs for increased revenue generation. When purpose is not known, abuse is inevitable. This is the essence of the budget. Realizing the importance of good governance with respect to financial prudence on the morals of staff and students makes a leader a judicious custodian of available financial resources. Fiscal accountability through auditing by internal and external outfits dampens the propensity to divert school funds towards personal goals. Since knowledge does not preclude this evil, strict disciplinary measure meted to offenders who are convicted of this white collar crime is another practice that militates against abuse of school funds. These are measures that prevent misuse of school funds. The expository essay This essay is about oil and gas prices. The essay has lots of facts on gas and oil by showing people how the prices are increasing instead of decreasing. Also it shows how it is putting an effect on people. In this essay it shows readers how they prep the land for drilling process, special tools the oil companies need for drilling the whole and shows how the inspector has to test the ground to make sure it is safe before drilling. It also shows how to be safe before dealing with gas and oil, and shows people how dangerous it can be if you dont use safety. The thesis of my essay is how the prices of oil and gas are increasing than decreasing over the last couple of years. Also in my thesis statement our gas and oil prices are affecting our economy day by day. Gas and oil prices are at their highest costs since more than a year ago. Fuel costs are gaining twelve cents a gallon for the average in the United States. Gas costs were at a record of four dollars a gallon in the year 2008. In year 2008 through 2009 the gas prices are continuing to rise and not dropping, gas is at an average of two dollars and 94 cents a gallon in the United States. With the crude oil, petroleum oil is more than half a gallon of gasoline. Also when they raise the prices of gasoline they are from competitors of other marketplaces. The crude prices when they rise, all the gas stations prices rise because they have no choice it is all for the government. When all market places raise the prices of gasoline is because of the crude prices, and when the crude prices lower down the market places back down the prices. This is all competition between one gas station to another. We are high in demand of our gas prices these days; our world consumption of our gas and oil pric es is roughly a percentage of the economy. Most of the high prices you got to think are coming from our high volume of wars; the wars are costing us millions of dollars each day of the week. Which caused a huge inflation in the United States of America on gas and oil, also food prices? Robinson (2009) noted that we are returning to a record of fuel and oil prices of 2008. Predicted that the average, of gasoline prices; would stay under three dollars, a gallon nationwide in 2010. The refining of gasoline costs are gaining up to thirty five percent, gasoline contributed a twenty three percent gain of the crude oil prices. Refiners want to phase out toxic waste to add in ethanol; also the refineries want to add ultralow sulfur for gasoline and diesel. The refining of operations is having a difficult time to make fuel cleaner. OSHA inspected almost five hundred refineries; the inspections of refineries have proven to be effected. The oil and gas faces a huge challenge for environmental protection on price control. Technologies are increasing gas and oil on environmental impact. The smaller investors are putting money into stocks for major oil companies. Gasoline and home heating oil are made from plastics, toothpaste, shampoo, antihistamines and house paint they all contain a similar form of petroleum. Also the gas and oil industries is increasing on a daily basis, and not showing a decrease in price. Also when the oil gets refined through distillation it involves heating it until it turns into vapor, then they collect the oil and they let the vapor cool. When the temperature rises on oil eventually only carbon and tar are left behind. According to Marland, (2000) heating oil using three million of appropriated funds, taking the inventory to 1,984,253 barrels. Also the gas and oil are not just affecting us, but it is also putting an impact on fish and marine organizations. By our toxic waste, are polluting our water boundaries. That is affecting all of our species, by going through their gills into their blood that is going into others by killing the species. The reason most of our natural gas is polluting our water is because of our offshore and on land terminals for the crew ships and submarines are at least burning thirty percent of their toxic gases into our water which is hurting our species. It is also putting an effect on us in our economy by putting a three percent gain of our money into our penny stock for the oil and gas industries. The supplies they need before drilling is a process of getting, because the big machines and some of their other equipment they need to dig an oil well, are shipped to the location where they are digging the oil well. The task of finding oil is assigned before getting the equipment and prepping the land. They use magnetometers to measure the flowing of oil, most commonly they use seismology to put shock waves through rock layers, and are reflected back to the surface of the ground. The crew needs special equipment for the job to drill out the oil wells. Like hammer bits, tricone bits, adapter subs, air perforators, well casing, drill steel, casing alignment clamps and torch guides, diverter boxes, shock absorbers, retract hammers, thread lubes, oilers, rock drill oilers, polymers and a lot more equipment to complete the job. Prepping the land is a major job for the crews, because all the process they have to go through before they can drill. The first step before drilling the oil wells, an inspector has to test the ground to make sure it is safe before the process of drilling. Then to prep the land for oil drilling they reserve a pit which they use for the dispose of rock cuttings. During the drilling process they line the whole with plastic to protect the economy. When the oil is prepared they dig a main hole which is in a shape of a rectangle which is called a cellar. Then the crew begins lining the main hole with a large diameter conductor pipe. Also before you can drill a well you need an exploration license. The cost to drill a well is 2.5 million dollars each. The reserves for the oil to make oil wells are all under the ground. Oil exploration represents the value of the gas they bring to the gas station. It can be difficult when bad weather like hurricanes and tropical storms can be hard for oil and gas companies for oil fields for drilling. Marland (2004) stated our staff is trained to help you tackle the easiest to the most difficult projects. the supply of gas and oil been increasing, gasoline supplies are the highest level of price since the early 90s, refineries have been cutting back of low margins. Everyone that relies on gas and oil prices, believe that it is high on demand and they think that gas should decrease instead of increasing. Everyone thinks that gas and oil prices are affecting our economy, because every week of the year oil and gas keep rising, and it is affecting people because all the money we spend in our gas tanks. People think with all the money we spent into gas they want to really know when prices are ever going down. Just think everyone in America dumped at least two hundred and forty billion dollars cash into stock for gas and oil companies. Golf god (2007) stated decline in inventories and demand outstripping supply for the jump into gas prices. When the crews for oil companies are working in the oil tanks and working with gas it can be a highly hazardous work environment for them. Especially working with low pressure tanks that contain potential hazards like, fire and explosion, oxygen deficiency and when they are exposed to toxic substances. When they are working with hazardous gasses and oil it can be a result of vapors, fumes, chemicals, or excessive heat or cold. When a creation, of oxygen deficient; it may cause, serious injury; or death. A result from government officials and policy makers, are providing lessons learned for better of planning storms and flood events, can better prevent hazardous conditions caused by leaking oil and gas. To prevent the land from destroying what we need some most, and keep chemical particles away. Natural gas is released during venting operations, when there are leaks in equipment used during oil and gas development. Traditional File Systems Essay The traditional filing system (TFS) is a method of storing and arranging computer files and the information in the file (data). Basically it organizes these files into a database for the storage, organization, manipulation, and retrieval by the computers operating system. (DBMS) consists of software that operates databases, providing storage, access, security, backup and other facilities. This system can be categorized according to the database model and the type of computer that they support such as a server cluster or a mobile phone, the query language(s) that access the database, such as SQL or XQuery, performance trade-offs, such as maximum scale or maximum speed or others. Some DBMS cover more than one entry in these categories, e.g., supporting multiple query languages. Meanwhile database management systems are usually accessed in a client-server manner, where the database client and the server are located on different machines (in a local area network). Both systems deal with information management. File-based System File-based systems were an early attempt to computerize the manual filing system. File-based system is a collection of application programs that perform services for the end-users, such as updating, insertion, deletion adding new files to database etc. Each program defines and manages its data. When a computer user wants to store data electronically they must do so by placing data in files. Files are stored in specific locations on the hard disk (directories). The user can create new files to place data in, delete a file that contains data, rename the file, etc which is known as file management; a function provided by the Operating System (OS). Disadvantages of traditional file based system No need of external storage Provides less security. No need of a highly technical person to handle the database. Redundancy is more. Processing speed is high as compared to DBMS Less integrity. High complexity in updating of database. Table 1.1.1 Database Management System The improvement of the File-Based System (FBS) was the Database Management System (DBMS) which came up in the 60s. The Database Management System removed the trouble of manually locating data, and having to go through it. The user could create a suitable structure for the data beforehand, to place the information in the database that the DBMS is managing. Hence, the physical organizing of files is done away with and provides the user with a logical view of the data input. A database is a collection of interrelated information stored in a database server; these data will be stored in the form of tables. The primary aim of database is to provide a way to store and retrieve database information fast and in an efficient manner. Advantages Control of data redundancy Although the database approach does not remove redundancy completely, it controls the amount of redundancy in the database. Data consistency By removing or controlling redundancy, the database approach reduces the risk of inconsistencies occurring. It ensures all copies of the idea are kept consistent. More information from the same amount of data With the amalgamation of the operated data, it is possible to derive additional information for the same data. Sharing of data Database belongs to the entire organization and can be shared by all authorized users. Improved data integrity Database integrity provides the validity and consistency of stored data. Integrity is usually expressed in terms of constraints, which are consistency rules that the database is not permitted to violate. Improved security Provides protection of data from unauthorized users. It will require user names and passwords to identify user type and their access right in the operation including retrieval, insertion, updating and deletion. Enforcement of standards The integration of the database enforces the necessary standards including data formats, naming conventions, documentation standards, update procedures and access rules. Economy of scale Cost savings can be obtained by combining all organizations operational data into one database with applications to work on one source of data. Balance of conflicting requirements By having a structural design in the database, the conflicts between users or departments can be resolved. Decisions will be based on the base use of resources for the organization as a whole rather than for an individual person. Improved data accessibility and responsiveness By having integration in the database approach, data accessing can cross departmental boundaries. This feature provides more functionality and better services to the users. Increased productivity The database approach provides all the low-level file-handling routines. The provision of these functions allow the programmer to concentrate more on the specific functionality required by the users. The fourth-generation environment provided by the database can simplify the database application development. Improved maintenance Provides data independence. As a change of data structure in the database will affect the application program, it simplifies database application maintenance. Increased concurrency Database can manage concurrent data access effectively. It ensures no interference between users that would not result any loss of information or loss of integrity. Improved backing and recovery services Modern database management system provides facilities to minimize the amount of processing that can be lost following a failure by using the transaction approach. Disadvantages Complexity A difficult software. All users must be familiar with its functionality and take full advantage of it. Therefore, training for the administrators, designers and users is required. Size Uses a substantial amount of main memory as well as large amount of disk space in order to make it run efficiently. Cost of DBMS A multi-user database management system may be very expensive. Even after the installation, there is a high regular annual maintenance cost on the software. Cost of conversion When moving from a file-base system to a database system, the company is required to have additional expenses on hardware acquisition and training cost. Performance As the database approach is to cater for many applications rather than exclusively for a particular one, some applications may not run as fast as before. Higher impact of a failure Increases the vulnerability of the system due to the centralization. As all users and applications reply on the database availability, the failure of any component can bring operations to a halt and affect the services to the customer seriously. The difference between TFS and DBMS Balajee B. (2005), There are number of characteristics that differ from traditional file management system to database management system. In file system approach, each user implements the required files for a specific application to run. (Example: in a sales department of an enterprise, one user will be maintaining the details of the number of sales personnel in that department and their grades. These details will be stored and maintained in a separate file. Another user will maintain the salary details of these sales personnel and the detailed salary report will be stored and maintained in a separate file. Although both of the users need the data of the salespersons, they will be having their details in separate files and they need different programs to operate their files.) When such data is isolated in separate files, it is difficult to access data that should be available for both users. This will lead to wastage of space and redundancy or replication of data, which may lead to c onfusion, as sharing of data among various users is not possible and data inconsistency may occur. These files will not be having any inter-relationship among the data stored in these files. Therefore in traditional file processing every user will be defining their own constraints and implement the files according to their needs. In database approach, a single store of data is maintained that is defined once and then accessed by many users, as database belongs to the entire organization and can be shared by all authorized users. The essential characteristic of database approach is that the database system not only contains data but it contains complete definition or description of the database structure and control. These definitions are stored in a system catalog, which contains the information about the structure and definitions of the database. The information stored in the catalog is called the metadata, it describes the primary database. Hence this approach will work on any type of database for example, insurance database, Airlines, banking database, Finance details, and Enterprise information database. But in traditional file processing system the application is developed for a specific purpose and they will access specific database only. But the processing speed in TFS is high compared to DBMS. The other main characteristic of the database is that it will allow multiple users to access the database at the same time and sharing of data is possible. The database must include concurrency control software to ensure that several users trying to update the same data at the same time, it should maintain in a controlled manner. In file system approach many programmers will be creating files over a long period and various files have different format, in various application languages, where duplication of data can occur. This redundancy in storing same data multiple times leads to higher costs and wastage of space. This may result in data inconsistency in the application; this is because update is done to some of the files only and not all of the files. Moreover in database approach multiple views can be created; External view User/Application view, Conceptual view Logical view, Internal view Details about the structure of data and physical storage of information. View is a tailored representation of information contained in one or more tables. View is also called as Virtual table because view does not contain physically stored records and will not occupy any space. A multi-user database whose users have variety of applications must provide facilities for defining multiple views. In traditional file system, if any changes are made to the structure of the files it will affect all the programs. Therefore, changes to the structure of a file will require to change all programs that access the file and whereby data dependence will be lost. But in the case of database approach the structure of the database is stored separately in the system catalog from the access of the application programs. This property is known as program-data independence. Database can also be used for continuous storage for program objects and data structures that resulted in object oriented database approach. Traditional systems suffered from impedance mismatch problem and difficulty in accessing the data, which is avoided in object oriented database system. Database can be used to represent complex relationships among data as well as to retrieve and update related data easily and efficiently. Hence DBMS does not automatically remove redundancies, but help to control redundancy. It is possible to define and enforce integrity constraints for the data stored in the database. The database also provides facilities for recovering hardware and software failures, as it has automatic and intelligent backup and recovery procedures. It reduces the application development time considerably when compared to the file system approach and availability of up-to-date information of all the users. It also provides security to the data stored in the database system and maintains integrity. A highly technical person will be required to handle the database, while for TFS, it is not so. File-based systems are very dependent upon the application programmer. Any required queries or reports have to be written by the application programmer. Normally, a fixed format query or report can only be entertained and no facility for ad-hoc queries if offered. DBMS has data independence. The way information is stored and the way information issued is independent of each other. File-based systems also give tremendous pressure on data processing staff, with users complaints on programs that are inadequate or inefficient in meeting their demands. Documentation may be limited and maintenance of the system is difficult. Provision for security, integrity and recovery capability is very limited. Whereas, DBMS has control over security as it provides tools such as use of User Code, Password / Privileges and Roles to ensure security of data. In these turbulent times, when national security is more important, providing all Defence personnel with access to the latest technology and education opportunities not only directly contributes to Defence capability but also improve the defence personnels career development. Hence the importance of a DBMS in such an organization like Defence is vital. Because Database administrators could use this system to configure and operate databases as the software provides high level, privileged database access. But the management should restrict use of this software to authorized personnel. One function of the database administrator is to create particular views of information stored in the database that are unique for each type of user. For example, one officer will have a different view of information in the database than another, say Senior officer. The different user groups will also have different abilities to add, modify, or delete information. The database administrator is responsible for providing users with access to the appropriate level of information. The primary risk associated with database administration is that an administrator can alter sensitive data without those modifications being detected. A secondary risk is that an administrator can change access rights to information stored within the database as well as their own access rights. Database security is the last line of defence. So it deserves greater focus on the protection of private data from both internal and external. The sensitivity and classification of the information stored in the database form the basis for establishing controls. A database that stores confidential information may require a more significant control environment than a database that stores non-sensitive information. Management should consider the security and performance implications of the security options available with modern database management systems. Database security professionals and information security and risk management professionals could adopt a security strategy in DBMS to: 1) Align database security policies with information security policies; 2) Ensure well-defined and formalized database security procedures; 3) Enforce role separation; and 4) Apply advanced security measures such as database auditing, monitoring, database encryption, data masking, and vulnerability assessment to all critical databases that store private data. The DBMS can provide long-term benefits for the Defence organization reducing duplication of data and making it easier for HR to update personnel records. If not for DBMS, each time there was a personnel change, trainers would have to go through their entire content to make the necessary changes. Now, replacing Brigadier Xs picture in the content library with Commodore Ys picture can be automatically replicated through all relevant programs. Thereby reduce its expenditure on storage. But, initial training will be required for all programmers and users. The Information and communication systems, whether networked or not, serve as specific media to implement the learning process. E-learning services have evolved since computers were first used in education. There is a trend to move towards blended learning services, where computer-based activities are integrated with practical or classroom-based situations. E-learning is essentially the computer and network-enabled transfer of skills and knowledge. E-learning applications and processes include Web-based learning, computer-based learning, virtual classroom opportunities and digital collaboration. Content is delivered via the Internet, intranet/extranet, audio or video tape, satellite TV, and CD-ROM. It can be self-paced or instructor-led and includes media in the form of text, image, animation, streaming video and audio The definition of e-learning varies depending on the organization and how it is used but basically it involves electronic means of communication, education, and training. E-Learning pioneer Bernard Luskin argues that the E must be understood to have broad meaning if e-learning is to be effective. Luskin says that the e should be interpreted to mean exciting, energetic, enthusiastic, emotional, extended, excellent, and educational in addition to electronic that is a traditional national interpretation. This broader interpretation allows for 21st century applications and brings learning and media psychology into the equation. E-Learning can also refer to educational web sites such as those offering learning scenarios, worksheets and interactive exercises for children. The term is also used extensively in the business sector where it generally refers to cost-effective online training There are many advantages to online and computer-based learning when compared to traditional face-to-face courses and lectures. There are a few disadvantages as well. Advantages of eLearning (Anon., n.d) E-learning is beneficial to education, corporations and to all types of learners. It is affordable, saves time, and produces measurable results. Cost effective E-learning is more cost effective than traditional learning because less time and money is spent traveling. Since e-learning can be done in any geographic location and there are no travel expenses, this type of learning is much less costly than doing learning at a traditional institute. Flexibility Flexibility is a major benefit of e-learning. E-learning has the advantage of taking class anytime anywhere. Education is available when and where it is needed. E-learning can be done at the office, at home, on the road, 24 hours a day, and seven days a week. Learners like e-learning because it accommodates different types of learning styles. They have the advantage of learning at their own pace. Students can also learn through a variety of activities that apply to many different learning styles. Learners can fit e-learning into their busy schedule. If they hold a job, they can participate in eLearning right at their desk. If the learner needs to do the learning at night, then this option is available while in their pyjamas and do the learning if they desire. Personalized learning E-learning encourages students to peruse through information by using hyperlinks and sites on the worldwide Web. Learners are able to find information relevant to their personal situations and interest. E-learning allows selection of learning materials that meet their level of knowledge, interest and what they need to know to perform more effectively in an activity. E-learning is more focused on the learner and it is more interesting for the learner because it is information that they want to learn. E-learning is flexible and can be customized to meet the individual needs of the learners. Develops knowledge E-learning helps develop knowledge of the Internet. This knowledge will help learners throughout their careers. E-learning encourages students to take personal responsibility for their own learning. When learners succeed, it builds self-knowledge and self-confidence Disadvantages of eLearning Access One disadvantage of eLearning is that learners need to have access to a computer as well as the Internet. They also need to have computer skills with programs such as word processing, Internet browsers, and e-mail. Without these skills and software it is not possible for the learner to succeed in eLearning. E-learners need to be very comfortable using a computer. Slow Internet connections or older computers may make accessing course materials difficult. This may cause the learners to get frustrated and give up.Ã Software and files Another disadvantage of e-learning is managing computer files, software comfortability and learning new software, including e-learning. For learners with beginner-level computer skills it can sometimes seem complex to keep their computer files organized. Learners with low motivation or bad study habits may not complete modules and may fall behind Isolation Another disadvantage of e-learning is that students may feel isolated and unsupported while learning. Instructions are not always available to help the learner so learners need to have discipline to work independently without assistance. E-learners may also become bored with no interaction with instructors or classmates.Ã Without the routine structures of a traditional class, students may get lost or confused about course activities and deadlines. Instructor may not always be available when students are studying or need help Conclusion Today many technologies can be, and are, used in e-learning, from blogs to collaborative software, E-Portfolios, and virtual classrooms. Beginning in the Middle Ages and through the seventeenth centuries, an infiltration of witchcraft persevered throughout Europe. The witch craze resulted in the torture and persecution of witches. More than 100,000 of witches who were tried were centered in the area of southwestern Europe. The mass hysteria of witches was denounced because of their rejection of God and their pact with the devil, which resulted in harsh punishments and accusations. One reason for the persecution of witches was they were thought to be the cause of bad harvests, epidemics, natural disasters, and personal tragedies. Witches also had a part in the religious aspect of Europe. The witches were persecuted because of the lack of a main religion, which was significant to life during the Protestant and Catholic Reformations. At this time of the witch phenomena, Europe was in a state of instability and people in Europe looked to benefit from the persecution of witches in the form of goods and money. The persecuti on of individuals as witches in Europe was mainly a repercussion of economic circumstances, strong religious beliefs, and prejudices of the people. The economic scene at the time of the witch craze was very apparent during the period between 1480-1700. During this period Europe was in a state of instability, therefore money, and exploration was important to many. An eyewitness to persecutions, canon Linden of Trier, Germany states that people used the trials for economic enhancement. Linden wrote that the executioner made the most money and describes it ââ¬Å"like a noble of the courtâ⬠(Document A2). This is evidence that high ranked people or people in office were into the witch trials for their economic greed and desire for goods. The Protestant and Catholic religions were major influences on the everyday life of people in Europe during the 16th century, and all believed in persecuted witches. During the Scientific Revolution and the Enlightenment, people began to realize that their superstition surrounding witches was ridiculous and when they used their reason over belief it didnââ¬â¢t make sense for witches to be a threat. In the late fifteenth through the seventeenth centuries it is evident that superstition and reason was pertained to the beliefs of influential people, resulting in the initial phase and final phase of the witch-hunt. The religious aspects, economic greed, and social stereotypes of the time influenced these beliefs. These three components led to the deaths of many so-called witches across Europe.

Early American Rule of Puerto Rico Ideally Puerto Rico was to mold itself into the perfect American product. Politically Puerto Rico was to remain inferior by following American rules and regulations that restricted the liberties of the people. Economically it was expected to provide capitol growth for the United States while neglecting the popular masses. Through the process of Americanization, the hope was to create a second America on the island. Here the people would look to the mainland for inspiration and more importantly guidance. The general intentions and plans for the island, however, backfired in that the actual goals and feelings of the people were never taken into account. Upon the arrival of the Americans, Puerto Ricans, for the most part, rejoiced in hopes of new liberties not found under Spanish colonial rule. Puerto Ricans expected ââ¬Å"under American sovereignty that the wrongs of centuriesâ⬠would ââ¬Å"be righted.â⬠(Trias-Monge 36) The United States would surely extend its democratic policies to Puerto Rico, as it should to any of its other parts. The U.S., however, did not consider Puerto Rico as part of the mainland. Joseph Foraker, senate member, captured the American sentiment: ââ¬Å"Puerto Rico belongs to the United States, but is not the United States, nor a part of the United States.â⬠(Fernandez 2) The basic assumption that the U.S. would create legislation equal to that of the mainland lasted only a brief period. Puerto Ricans were made clear on the American position. The ultimate authority belonged to the U.S. Government as only they were seen fit to govern the affairs of the island. The American government was open ly adamant in declaring the people inferior and incapable of ruling themselves due to their race as the genetic successors of the Spanish. ââ¬Å"Puerto Ricans were an inferior offspring of an already middle-level race.â⬠(Fernandez 13) More importantly the inhabitants of Puerto Rico were dismissed on the basis on their skin color. As non-white they were compared to small children. ââ¬Å"The Latino was presented as a ââ¬Ëblack childââ¬â¢Ã¢â¬ . (Fernandez 13), who at that time was at the bottom of the racial hierarchy. With this image in mind the United States continued its fatherly role and created several policies that would have destructive effects on the island. Through the organic acts mainly the Foraker and Jones acts, the liberties of the Puerto Ricans were curtailed. ââ¬Å"Within the legal channels provided by the Foraker act.

Microtia Introduction Microtia is a congenital deformity in which the pinna is very small and underdeveloped. This abnormality can be unilateral, affecting only one ear, or bilateral, affecting both ears. Unilateral microtia is most common, in which the right ear is affected more frequently than the left ear. A genetic disturbance results in microtia of the pinna. Many cases of microtia are categorized as idiopathic or of an unknown etiology. Occurring in 1 to 5,000-20,000 births, this deformity is more frequently seen in males. Fuller, Pimentel & Peregoy, 2011, 330). Microtia causes varying degrees of hearing loss and major cosmetic problems. At times a bump of tissue is present in the location of where an ear would normally be found. In other cases, parts of the ear may be partially formed, just smaller than normal. There are four grades of microtia. Grade I is classified by a slightly small ear and a small but present external ear canal. Grade II has a partial external ear canal producing a conductive hearing loss. Grade III microtia, the most common, results with an absence of the external ear and an absence of the external ear canal and ear drum.Grade IV has a total absence of the ear, referred to as anotia. (Coping, 2010) Hearing Loss With microtia, it would seem that a child would be unable to hear, however, in most cases, there is only a slight reduction of hearing. Microtia causes more of a cosmetic obscurity for many that are faced with this pathology. There is often times only a slight loss of hearing because we hear through both bony conduction, where sound travels through the skin and the bones of the skull and into the inner ear, and air conduction, in which the sound must travel down the ear canal and middle ear to reach the tympanic membrane.Microtia effects air conduction the most, for the ear canal is smaller than normal, making it harder for sounds to travel through to the eardrum. Treatment Options Although the outside of the ear contributes little to hearing, it does have several important cosmetic functions, such as supporting the wearing of eye glasses. Reconstructive surgery is offered to those who are born with microtia to help reconstruct ears. Multiple operations are needed to perform this reconstruction, done usually in thre e to four stages. Artificial ears may also be used. Furthermore, there are surgeries that can be performed to improve hearing.This kind of surgery involves drilling out the ear canal.
